Landowner Assistance Program 


What is the Landowner Assistance Program?
Marion SWCD’s Landowner Assistance Program is a grant program that is designed to financially and technically support conservation projects to go on the ground in Marion County.  Preference will be given to landowners who have gone through the conservation planning process with the Marion SWCD technical staff.  Funded projects will address a natural resource concern and be in coordination with the goals of the Molalla-Pudding-French Prairie-North Santiam SubbasinsAgricultural Water Quality Management Area Plan and Rules (Senate Bill 1010). 
Landowner Assistance Program highlights:
 
  • Projects should include conservation practices or best management practices (BMPs) that solve a specific natural resource issue (such as erosion, weed control, overgrazing, etc.)
  • Marion SWCD will pay up to 50% of the project cost, to a maximum of $5,000.  Marion SWCD reimburses applicants for actual costs once the project is completed to the appropriate specifications. 
  • Landowners are required to provide the remaining 50% of the project funds.  This can be provided as labor costs, materials, cash, or financial assistance from other sources. 
  • Preference will be given to small acreage landowners and livestock owners/operators that have difficulty finding other financial assistance through existing state and federal programs. 
  • Funded projects may serve as potential demonstration projects for other landowners.  Some project sites are used for tours showcasing conservation practices, featured in presentations by SWCD staff, and featured in articles in our quarterly newsletter.  Some sites may be eligible to receive sign indicating project type and funding source. 
Note that the total project cost must not exceed $50,000, due to regulations regarding state labor and wage laws set by the Oregon Bureau of Labor and Industries.

Application & Deadline Information:
This program was new to the Marion SWCD in 2003.  Our intent is to accept applications once a year in the summer.  The 2008 application deadline is May 16, 2008 at 1 PM.  To ensure that your application is complete and in accordance with the grant guidelines, we encourage you to submit your application at least two weeks prior to the deadline for a review by the Marion SWCD technical staff.  This will allow the technical staff time to meet with you and make any needed adjustments or clarifications for your project.  For an application, please contact the Marion SWCD office, or see the links below:
    Application & Instructions- This is a fillable Microsoft Word (.doc) form of the application and instructions, including rules and limitations for applying.  We encourage applicants to type in answers and either mail or drop off completed applications to our office.  If a printout of the application is required, please contact our office. 
    Practice Cost List  - This Microsoft Excel (.xls) document gives an average price for components of practices, in order to help determine project cost.  Marion SWCD encourages all potential applicants to get actual costs or quotes from contractors before completing the budget portion of the application.  This will help ensure that applicants will be able to develop an accurate budget estimate and receive fair reimbursement for the costs of the materials, supplies, and labor.

Upon completion of your LAP project, please fill out this form and submit it with all receipts and invoices (original receipts or legible copies) related to the costs of the approved project: LAP Request For Payment Form

You must also submit an IRS W-9 form upon project completion, for tax purposes.
